President Trump Makes Secret Visit to Iraq - second stop in Germany

US President Donald Trump and First Lady Melania Trump flew into Iraq under cover of darkness on 25 December 2018,Christmas Night. The President had been taken to task in the media for not visiting the troops over the holidays.
Air Force One landed at a darkened Al-Asad Air Base west of the Iraqi capital,Baghdad.During his three-hour visit, the President thanked the US troops and their senior leaders for their service, success and sacrifice. He wished tham a Merry Christmas, posed for selfies and signed autographs for the broadly smiling Soldiers gathered in a dining hall.*
National Security Advisor John Bolton accompanied the Trumps. From Iraq, the presidential entourage flew on to Ramstein Air Base,Germany to visit US forces there. It was the President's first ever trip to a war zone.*
Islamic State militants persist in western Iraq by hiding in caves and tunnels of the desert region, and also range across the Iraqi border into Eastern Syria.President Trump told reporters on Wednesday that the US had intended all along to withdraw its 2,000 troops from Syria once all of the IS military bases there had been taken out.The withdrawal from Syria will be measured, rather than hasty. In any event,he had no intention of withdrawing US forces from Iraq, and they were capable of responding if IS staged a resurgence in Syria.
There have reportedly been plans to station US Special Operations Forces in Iraq who could mount raids into Syria as needed.Additionally,President Recep Tayyip Erdogan of Turkey has promised to hunt down any IS remnants in Syria,Mr.Trump said.

Fighting Words:Leon Panetta's New Book

Former US Defense Secretary Leon Panetta has been promoting his scrappy new book "Worthy Fights:A Memoir of Leadership in War and Peace."I wanted to tell my story, because,in many ways,it's the American story.I am the son of immigrants,Mr.Panetta explained on The Diane Rehm Show.We are going to have to fight to keep this country strong.I thought it was important for us to do everything necessary to help the Syrian opposition. It was important for us to arm the opposition to Assad. The President was right to draw a red line against Assad's use of chemical weapons.I think when the President pulled back, that was a mistake that sent the wrong message to the world. The whole world was watching.*
I think ISIS is as fanatical, dangerous and evil as al Qaida was. We've developed a strong coalition. That's important. We're going to need boots on the ground, but they don't have to be US boots. In Syria,we don't have a force that's been developed. That's going to take time.It is going to be critical for us to go after ISIS' command and control headquarters, which are in Syria.*
I respect the President. He was strongly supportive of the operations I was involved in.My concern is,what's going to happen with this political gridlock here in Washington.I think it's important fpr neither the President nor the leadership to give up,but to provide leadership for a strong America.Overall,I was honoured to serve this President. In 50 years,I've never seen Washington as divided and dysfunctional as it is today, but the President can't just sit back. He's got to get involved. You can't give up on that fight.I get the sense there isn't a willingness to engage. It's going to take work,as in immigration reform.I think he is discouraged,frustrated,angry-but you're the President of the United States, and the country depends on you.No President can simply sit back and allow this country to be in gridlock for the next two years. The issue is about whether we're going to govern this country. You have to stay constantly in the ring, and you have to keep fighting.*
It's important to get our allies to help us identify those elements of the Syrian opposition we can train. This is part of what I call the long continuum of the War On Terrorism that started on 9-11.We've had some success.but terrorism has matastasised. What we need to do is develop a comprehensive strategy. We are going to have to confront, not just ISIS,but other elements as well in order to win this war.I pray that we can develop the opposition forces.Part of the Presiden'ts role is to listen to your commanders as you wage this war.We are going to have to be flexible,to adapt. The responsibility of the President as Commander-in-Chief is to work with his military leaders,to educate the American people about what we are confronting. It may be a long war. It's going to take patience and determination, but ultimately it's the right war, because we have to defend this country,Leon Panetta, who served Presidents Nixon,Clinton and Obama, told the prominent radio talk show host Diane Rehm.

Monday Newsline:China,Japan,Syria

China's exports dropped 18.5% in February-the most since 2009.A 7.5% increase had been anticipated. The Asian New Year may have been partly to blame.Still, the MSCI Asia Pacific index fell 0.96% on that news, plus the fact that Japanese growth was only up 0.7%,which was less than expected.Japan will raise the sales tax next month as well.*
New York copper prices dropped for the second day on concern that China demand will fall with the decline in exports.Goldman Sachs nonetheless sees Chinese stocks as desirable, since they could rise 24% from their decades low valuation.*
In the next six months, most emerging markets will be involved in political or economic problems, said Victor Shvets,a managing director at Macquarie Securities. You never have revolutions when people are happy. You start with marginal areas like Ukraine or Argentina. There is a lack of reformm and liquidity. The only way out is to enact reform.
Below a certain level of GDP growth, social problems emerge.Reform can keep the wolves at bay,Mr.Shvets told Bloomberg TV.*
Thirteen Greek Orthodox nuns from Ma'aloula,Syria have been released by the Syrian government in a deal arranged by a Lebanese general,in which about 150 women and children prisoners were freed by the Syrian authorities. The nuns had spent more than two months in captivity after being abducted from their convent.

Asia This Day:Bernanke Succession;Syrian Framework

Asian markets were cheered by developments in the US and Geneva Monday morning, sending the MSCI Asia Pacific index up 0.55%.The withdrawal of former US Treasury Secretary Larry Summers from consideration to head the Federal Reserve is being seen as a definite plus by Asia,as it will supposedly make the tapering of supportive Fed policies a little less severe.
We're seeing the rally as being based on Summers being a litle more agressive on tapering, said Philip McNicholas,ASEAN economist at BNP Paribas.Broadly speaking,we do see down side risks to the region with this tapering. We actually think Malaysia is more sensitive.Malaysian markets are closed for a national holiday today.
In the Philippines, the government is being more effective in its spending. That process is still ongoing and showing improvement.Overall, the fundamental story is still there. In Indonesia, the government was able to implement fuel price reform in June.We do think that Thailand can ride this out.
Markets are expecting the Federal Reserve to make an announcement on tapering this week.Mr.Summers' prospective nomination to be Fed Chairman had become highly politicised, and even Democrats opposed him in an open letter supporting the nomination of Janet Yellen, who has become the consensus candidate.
Bill Gross of PIMCO tweeted that Summers' exit makes Monday a huge day for the risk-on trade,i.e.,the buying of equities.
Another positive influence on world markets is the agreement in Geneva on Saturday of a framework for Syrian chemical weapons disarmament by the US and Russia. This will now go to the UN for the final formulation of a Security Council resolution spelling out the details. The framework gives Syria one week to provide a complete inventory of its stockpile;stipulates the first inspection of the weapon sites in November;and the destruction of all the weapons by mid-2014.
US forces will remain on standby in the region to back the agreement up with military action.

UN Special Envoy to Join US-Russia Talks

Lakhdar Brahimi, the former Algerian foreign minister who is now UN and Arab League Special Envoy to Syria, will join the second day of talks between Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov in Geneva,Switzerland.Mr.Brahimi is an expert in mediation and peacekeeping operations and serves as a Special Adviser to UN Secretary General Ban Ki-Moon.
Kerry and Lavrov had a dinner meeting Thursday evening to discuss technical details of the Russian proposal to turn over Syrian chemical weapons to international supervision.Syria itself submitted a letter that begins the process of its membership in the chemical weapons convention, which actually entails a series of legal obligations over a period of years, including the destruction of all of their chemical weapons within ten years. There are 189 other member countries of the treaty which has the force of international law.
Kerry told Lavrov we are serious,as you are, about engaging in substantive, meaningful negotiations even as our military maintains its current posture to keep up the pressure on the Assad regime.Expectations are high. They are high for the United States-perhaps even more so for Russia to deliver on the promise of this moment,Mr.Kerry continued. The talks could reportedly extend into Saturday. The two top diplomats had a cordial demeanor in public as the US insists on a definitive, verifiable plan that catalogs, collects and destroys Syrian chemical weapons based on a full accounting with exact locations.
Pentagon Press Secretary George Little said that the threat of military action must be maintained.Secretary of Defense Chuck Hagel spoke to some of the US Navy ships in the Eastern Mediterranean, who assured him they remain ready to execute the president's orders.

The Russian Proposal:Real or Smokescreen

Even as the entire US Senate was in a classified briefing by the president's national security team, the talk in Washington and the news media swirled around a Russian proposal, welcomed by Syria, that the Assad regime's chemical weapons be placed under international control. It is being taken so seriously that a procedural vote in the Senate on military action against Syria slated for Thursday was postponed while the proposal is checked out.
Experts pointed out that reliably emptying Syria of its vast stockpile of chemical weapons would require a ceasefire in the civil war,and a long period for inspectors to go in and document the weapons and remove them.
Deputy National Security Adviser Tony Blinken said we'll talk to the Russians about it and see where it goes.Former Speaker of the House Newt Gingrich said this is a shaky moment, and a fascinating moment about how this turns out.The challenge for the president is,the American people aren't there.
President Barack Obama himself said we're gonna run this to ground to see if we can arrive at something that is enforceable and serious. We don't want just a stalling and delaying tactic. It may be Assad is under pressure from his allies. If we don't maintain a credible threat,I don't think we will get the type of agreement we want to see,Mr.Obama warned.
Senator Bob Corker,R-Tennessee,said if it's real, and if Syria is willing to make immediate concrete steps, that's certainly worth looking at.But it's very difficult to tell if it's that,or just a way of creating a fog around the whole issue.
That view was echoed by Senator Lindsey Graham,R-South Carolina.
The Russians know that their proposal will at least slow down the decision-making process in Washington, giving Syria extra time to prepare for an attack;they also know that,at the most,it could sap the will of Congress to endorse the president's mililtary action plan;and if the Russian proposal were accepted, the Syrians could drag their feet the whole way, while squirreling away a significant part of their stockpile.

Asia This Day:the New Australian Government-plus Syria

The first new government in six years is taking power in Australia as long time opposition leader Tony Abbott takes the reins of the prime ministership from Kevin Rudd.Mr.Abbott said the strong US relationship has been key in Australia's foreign policy, and would remain that way.Domestically,he wants to be an infrastructure prime minister, with a bulldozer on every street and cranes in the sky.*
Alex Malley,CEO of CPA Australia, said we're reasonably comfortable with the incoming government. We lost an opportunity to balance our economy more and restructuring when mining was at its peak. We've been in Asia for 60 years, but Australia is only in its infancy in understanding the Asian Century. We need government to work with small and medium business. We need to stay relevant at a cost, efficiency and cultural level.*
The awarding of the 2020 Summer Olympics to Tokyo is expected to add a trillion dollars to the Japanese economy over seven years.*
China's August exports were up 7.2%,beating the 5.5% estimate.*
Following Sebastian Vettel's victory at the Italian Grand Prix Sunday,Formula One racing moves back to Asia for the Singapore Grand Prix,a nighttime race,in two weeks' time.*
President Barack Obama faces a hectic week of lobbying for military action against Syria as Congress returns today from its August recess.Military action is not immanent, since France now says it will not participate until the UN weapons inspectors present their report, and Congress is still largely undecided about the president's plan.*
Both the full House and Senate will receive classified briefings from the president's national security team early this week, and the president will address the nation Tuesday at 9pm Eastern. After that, complex legislative maneuvering will determine just when the votes on the president's plan will take place. In sum,it is uncertain at this point when,or even if,there will be military action,or who, apart from France, will participate in it,and in what way, although the White House remains fully committed to this course.

The Syria Crisis:Insights and Policy

Senator John McCain,R-Arizona,said on Thursday that the President of the United States shared with him and Senator Lindsey Graham,R-South Carolina, his goals for military action against Syria:
1.To degrade Assad's chemical weapons capabilities.
2.To lend greater support to the Free Syria Army and those who seek to prevail.
3.To achieve a change in the battlefield to switch the momentum, which is thanks to Russian and Iranian equipment being flown in and the Iranian Revolutionary Guard.
Unless Bashar al-Assad believes he is going to lose,it will be impossible to get him to negotiate.*
The classified briefing we got on Wednesday was excellent and answered many questions.*
The reason the American people are so opposed to miltary action against Syria is:
1.Americans are very sceptical because of Iraq.
2.The President mishandled it.
Americans don't understand this is a regional war. It's not confined to Syria.*
It's understandable there is oppositon to military action in Congress. There's no more important vote a Member of Congress will cast,Senator McCain pointed out.*
The Pentagon is developing a more intense option for an attack on Syria. This would involve strategic bombers such as the B-52 and B-2 stealth bomber,as well as cruise missiles launched from warships.Strategic bombers can fly from bases in the US and fire missiles at a distance from the target,so they would not have to fly over Syria itself. No final decision has been made.*
According to the BBC,the G20 summit in St.Petersburg,Russia has revealed a split among the nations attending over military action against Syria, which Russia itself strongly opposes.Taking Obama's side,British Prime Minister David Cameron said it would send an appalling message to Assad and others if the US failed to act.German Chancellor Angela Merkel wants to wait until the UN weapons inspectors deliver their report, which could take weeks.

Senators Give Obama Cautious Support;Critical Hearing Next

Two prominent Republican senators feel the president is moving in the right direction on Syria. We still have significant concerns, but we believe there is in formulation a strategy to upgrade the opposition, said Senator John McCain,R-Arizona,after he and Senator Lindsey Graham,R-South Carolina, met with President Obama on the Syria crisis in the White House Monday.Senator Graham described it as "a solid plan."If the president loses the vote in Congress,it would be catastrophic,McCain said, damaging the credibility of the United States of America and the President of the United States. The two national security experts agreed to help push the president's military action plan on Capitol Hill.*General Salim Idris, commander of the Free Syrian Army, the leading rebel group, said they supported President Obama's plan to get congressional approval for a limited military strike against the Assad regime. We understand it and are sure it will make the decision stronger and encourage other countries to participate. The regime in Damascus can use chemical weapons again. They have committed countless crimes against humanity. They will use them again if there are no strikes,General Idris warned.*The fighters in the FSA are civilians who left their jobs and took up arms.Other fighters left the Syrian army. Many of the Islamic groups are moderate.A few are al-Qaida,General Idris admitted, but promised to ensure that any military aid would go to the right hands. For more than two and a half years, our people are suffering from the crimes of the regime, the rebel commander said.*I would be more concerned about the clarity of the mission and what it is we're trying to achieve, said General George Joulwan, former Supreme Allied Commander Europe. The challenge is not just military, but political and economic. We need a comprehensive strategy.*The US is the leader of NATO.We have to make it united. That would be a very clear signal to Syria.Leadership is what is required here, the retired NATO commander observed.*A public hearing on the president's plan will be held Tuesday afternoon.Appearing before the Senate Committee on Foreign Relations will be Secretary of State John Kerry and Defense Secretary Chuck Hagel,as well as General Martin Dempsey,Chairman of the Joint Chiefs of Staff.*Classified briefings on Syria for Members of Congress will continue throughout the week.Congress will go back into session next Monday,at which time the debate and vote on the president's plan will occur.*On the previous occasions in history,Congress has never refused to give a president their support for military action.

Asia This Day-plus Syria

Australian elections have been called for Saturday 7 September. This sent the ASX 200 index up 1.04%.*India's GDP for Q2 was up 4.4 year over year, down from 4.8 in Q1.The country's inflation and fiscal deficits are very high, noted Rajiv Biswas,Chief Asia Economist at IHS.*China's official August PMI was 51.0,indicating that a manufacturing recovery is underway.*You have to approach it from a corporate governance point of view, said Sam Le Cornu,Portfolio Manager at Macquarie Asia. You need to do a lot of work, meeting with management personally. We particularly like consumer discretionary. We really like Chinese equities. We're buying the Hang Seng.*We have a very strong ASEAN watch list. We're waiting for prices to come down.*EM is cheap. We're staying long China. We like North Asia. We're adding to Korea and like Taiwan.*We're looking for high quality management and strong balance sheets. We still say today Asia is full of risk. Our job as analysts is to quantify risk,Mr.Le Cornu told Bloomberg TV.*The MSCI Asia Pacific index was up 0.39% in early Monday trading.Gold and oil prices fell on the delay of US military action against Syria, which is widely seen as weakness. This goes to the core of American credibility in foreign policy and I believe Congress will do the right thing,Secretary of State John Kerry said. The President of the United States has the right to do this.He doesn't have to get approval.*Members of Congresss got lengthy classified breifings on Syria Sunday by administration officials, but some expressed a high degree of scepticism.*Syrian opposition leaders are bitterly critical of the delay, while Syrian officials reportedly believe Congress will not approve a military strike against them.

Syria:French President Stands By Obama

French President Francois Hollande is intent on punishing the regime of Syrian dictator Bashar al-Assad for his use of chemical weapons against his own people,in defiance of the international community. He is prepared to do this with France's significant miltary assets, which are ranked as sixth in the Global Firepower top ten-just behind the UK and just ahead of Germany. These include the Dassault Mirage 2000 fighter;the Dassault Rafale fighter;and the Dassault-Breguet Super Etendard.
France has an aircraft carrier, the Charles de Gaulle, which can launch a number of fighter aircraft into battle with their bombs and air to ground missiles.Aircraft are also stationed on the island of Corsica in the Mediterranean, and these may be scrambled for any action against Syria. As well,France possesses the Storm Shadow air-launched cruise missile.
Mr.Hollande does not have to get the French Parliament's approval to task the armed forces. He will not send them against Damascus alone, however. He wants to have allies participating in military action,so he is waiting for Washington to get itself organised.
Besides France's air power,its navy has 180 ships,including 22 frigates;9 corvettes;10 submarines;and 4 amphibious asault ships.Total active frontline personnel in the French military number 362,485,plus 419,000 active reserve.The army is not expected to be used against Syria,but it has 571 tanks;6728 armoured fighting vehicles;and 251 self-propelled guns.

Syria:What the President Must Do

A new report coming out of Syria says that the Bashar al-Assad regime dropped an incendiary bomb such as napalm on a school playground, inflicting more horrible injuries on its own people. The focus of the international community, however, remains on its alleged chemical weapons attack of August 21,which killed up to a thousand Syrians.A team of UN inspectors remains in Syria tonight, collecting blood samples from the victims and interviewing them. They are planning to leave on Saturday and deliver their report next week.*At the same time, the US government will be releasing its own report based on the intelligence it has been gathering about the attack-probably on Friday.Reportedly this includes intercepts of conversations about the chemical weapons attack. We don't have the crib notes of Assad to his commanders, said Congressman Mike Rogers,R-Michagan,Chairman of the House Intelligence Committee, but when you put it all together,it is very clear that Assad was responsible. We know how the command and control works in these units. It was clear there was some degree of command and control being exercised.Looking at all the levels and the different pieces, the answer is definitely yes.*Under the War Powers Act,I don't believe there has to be a vote on military action, but you have to have these discussions with Congress. You have to bring the members in.I think the administration is obligated to do that,Congressman Rogers indicated. The president does not have to get Congress' approval for miltary action, added Senator John McCain,R-Arizona,an elder statesman on national security issues, but he is required to consult with Congress, and it would be in his best interest to conslut with Congress, rather than act in a unilateral fashion, the senator advised.*In that spirit, the Obama administration held a 90 minute conference call with members of Congress Thursday evening.Partcipating were Secretary of State John Kerry;Defense Secretary Chuck Hagel;National Security Advisor Susan Rice;and Director of National Intelligence James R.Clapper.According to a member of Congress on the call, the admisitration said it has no doubt the Syrian government was behind the attack, but no decision has been made on military action, and there is no timetable. They have a broad range of options. Both action and inaction on Syria carry risk and consequence,Defense Secretary Chuck Hagel reportedly said on the conference call.

US-Saudi Talks Focus on Syria

US Secretary of State John Kerry continues his journey to the Middle East and Asia this weekend. The trip began June 21 and extends through July 2.On Tuesday 25 June,Mr.Kerry held talks with Saudi Arabia's Foreign Minister,Prince Saud al-Faisal,in Jeddah,Saudi Arabia.
In remarks following their meeting,His Royal Highness described the talks with John Kerry as having been a fruitful, constructive discussion, transparent and open-minded.At the top of their agenda was the crisis in Syria.
Perhaps the most ominous development is the involvement of foreign forces,Prince Saud noted, foremost of which is the motions of Hezbollah with support from Iran's national guard in the mass murder of Syrians, with unlimited military support from Russia. This critical turn of events cannot be overlooked.
Over and above the regime's genocide against its own people, this adds an even deadlier element in the form of an all-out foreign invasion that breaks every international law, protocol and principle. This violates the Syrian land and turns it into a battleground for global and regional conflicts and puts it under the mercy of sectarian struggles.
Syria can only be considered an occupied land. This requires a firm stand and speedy action from the international community.
I would like to commend the US decision to send military aid to the Free Syrian Army, and express my relief for what I heard today from the US Secretary of State concerning both changing the balance of forces on the ground and maintaining the legitimacy of the Syrian National Coalition as the sole representative of the Syrian people,Saudi Foreign Minister Prince Saud said.
Mr.Kerry is currently meeting in Amman,Jordan and Jerusalem with Jordanian,Israeli and Palestinian officials on advancing the Middle East peace process. From there,he will travel to Brunei for ASEAN meetings.

US Strategic and Cyber Commands:Facing the Range of Threats

General Robert Kehler,US Air Force,Commander,US Strategic Command, made a joint appearance with General Keith Alexander,US Army,Commander,US Cyber Command and Director,National Security Agency, before the Senate Armed Forces Committee on Tuesday.Uncertainty and complexity continue to dominate the national security landscape,General Kehler said, citing Iran's nuclear ambitions;North Korea's ballistic missile launch;civil war in Syria;with the fiscal uncertainty adding additional steep challenges. Our enemies and potential enemies are watching.
Our STRATCOM men and women wield an array of complimentary capabilities. While our heritage is nuclear, today's STRATCOM is far more diverse than ever before.I'm most concerned with the impact fiscal concerns are having on our people.Civilians are 60% of our staff.I believe they will cope with it in the near term;but they may eventually retire early.
Overall, the fiscal concern is like an avalanche. In the longer term,it will affect our sustainment needs. Our responsibilities have not changed, but the pathway we're on is posing growing risk.
For his part,General Alexander said we need cyber legislation. We can both protect civil liberties and privacy and protect our nation in cyber space.Cyber effects are growing. There have been over 140 attacks on Wall Street in the past six months. There was a destructive attack on Saudi Aramco last summer.
We are ahead of developing the teams that we need, our cyber cadre. It is an offensive team DOD would use to defend the nation if attacked in cyber space. We face two issues:1.Command and Control-how will the joint cyber centers work with Cyber Command;2.situational awareness-an attack on Wall Street will be seen by the private sector first. We have to see it in real time, building the operational picture we would share with the Combatant Commands, the FBI and others. This is a new area for many of our folks.
From my perspective,no one actor is to blame for our current lack of preparedness. The US government has made significant strides in the cyber realm.
On nuclear Command and Control,General Kehler added we are very concerned with a cyber-related attack on Command and Control and our nuclear weapons themselves.I am confident today that the Command and Control system and nuclear platforms themselves do not have such a vulnerability. We have looked at that.We need to do better at exercising and detecting such threats. We have a way to go there until we can put an exclamation mark at the end of the sentence.
I'm confident in the deployed weapons and the stockpile.Every year,I and my predecessors have been responsible for assessing the stockpile.
With regard to our ballistic missile defense,I am satisfied that our 30 interceptors can defend against a limited North Korean attack on the West Coast. We are not in an optimal position against Iran.I am cautiously confident we can defend the East Coast from an Iranian attack. It doesn't provide a complete defence against Iran.It would depend on the azimuth of the Iranian missile.
An additional interceptor site is being considered for East Coast defence.
When does the DOD step in to defend the nation from cyber attack,General Alexander asked. The distributed denial of service attacks on Wall Street are best addressed by the Internet service providers,or ISPs.What we're seeing with the banks today I am concerned we're going to see grow throughout the year.
