Orbital ATK Readies NASA ICON Mission
On 2 June 2018 at Vandenberg Air Force Base,California,Orbital ATK personnel finished all-day operations to move and mate the Pegasus XL rocket to the Stargazer L1011 aircraft,a converted airliner,in preparation for the 15 June (14 June EST) launch of NASA's ICON (Ionospheric Connection Explorer) satellite.The ICON mission,led by UC Berkeley,will study the mysterious boundary between the Earth's atmosphere and outer space,the ionosphere.The ionosphere is a complex transitional area of plasma that thickens in the day with high ultraviolet radiation,charged particles from the Sun,and thins out again at nighttime.It can be difficult for spacecraft to navigate because of the variable drag it subjects them to.To date,relatively little is known about this critical region for telecommunications and GPS signals,which can be distorted or even completely disrupted there,and ICON,a mission of NASA Heliophysics,hopes to fill in some of the gaps.

The Orbital ATK Pegasus XL rocket was being prepared to be ferried by the Stargazer aircraft to NASA's Kwajalein Atoll facility in the remote Republic of the Marshall Islands in the Pacific,with a refueling stop at Hickam AFB,Hawaii.The NASA facility,which includes a tracking station for crewed spaceflight and NASA research,is a tenant of the Ronald Reagan Ballistic Missile Defense Test Site,which is primarily a test facility for US missile defence and space research programmes.The Reagan Test Site,as it is informally known,is managed by the US Army Kwajalein Atoll (USAKA) and assisted by Bechtel Corporation.Besides an impressive array of deep space and other antennae and radars,there are also launch facilities on some of the 11 islands of the Atoll that are leased from the Marshall Islands by the US Army,such as a commercial SpaceX facility on Omelek Island.*

Body of Missing Iraq Vet Found;Man Charged
The body of a missing Iraq War veteran,Mirabel Manriquez Ramos,36,has been found in a remote area of Orange County,California.Police found the body on May 16 in the bushes of Modjeska Canyon,near Santiago Canyon Ranch and Jackson Ranch Road when local residents noted a strong odor there.
Charged May 21 with first-degree murder in the case was Ramos' roomate of two years,Kwang Chol Joy,54.She had told him to get out because he wasn't paying his share of the rent.He may also have been infatuated with her,a prosecutor said.
Joy had described Ramos as his best friend and said he gave police a DNA sample shortly after her disappearance.He is being held in lieu of a million dollars bail and will be arraigned June 7.
Ramos was a prominent US Army veteran of Iraq and Korea.The former sergeant and paratrooper spoke publicly about her experiences readjusting to civilian life.Last seen May 2,she was to have spoken at a Cal State Fullerton veteran's appreciation dinner.
Ramos,described as a top student,was also to have received a criminal justice degree May 26 from the University.Her niece will accept the degree for her.

SoCal Iraq Vet Missing-was to graduate soon
Maribel Manriquez Ramos,36,a prominent US Army veteran of Korea and Iraq,went missing last Thursday,May 2 in Orange County,California.The former sergeant was to graduate from Cal State Fullerton with a criminal justice degree in a few weeks' time.
Ms.Ramirez,five feet two inches tall and 130 pounds,was last seen on a surveillance video paying her apartment rent.She shared the apartment with a male who described her as his best friend and submitted his DNA sample to police.
She had served in the Army for eight years,including two tours in the Iraq War,and was to be honoured and speak at a Cal State Fullerton veterans appreciation dinner on Saturday.Regarded as an excellent student,her family is extremely concerned as the disappearance is so out of character for her.
Diagnosed with post-traumatic stress disorder following her discharge,she had just returned from a speaking engagement in Chicago the day before her disappearance and was also to participate in a radio chat show.
Ramirez has two tattoos:a star on her left shoulder and an Aztec or tribal symbol on her lower back.She has shoulder length brown hair and brown eyes.

US Strategic and Cyber Commands:Facing the Range of Threats
General Robert Kehler,US Air Force,Commander,US Strategic Command,made a joint appearance with General Keith Alexander,US Army,Commander,US Cyber Command and Director,National Security Agency,before the Senate Armed Forces Committee on Tuesday.Uncertainty and complexity continue to dominate the national security landscape,General Kehler said,citing Iran's nuclear ambitions;North Korea's ballistic missile launch;civil war in Syria;with the fiscal uncertainty adding additional steep challenges.Our enemies and potential enemies are watching.
Our STRATCOM men and women wield an array of complimentary capabilities.While our heritage is nuclear,today's STRATCOM is far more diverse than ever before.I'm most concerned with the impact fiscal concerns are having on our people.Civilians are 60% of our staff.I believe they will cope with it in the near term;but they may eventually retire early.
Overall,the fiscal concern is like an avalanche.In the longer term,it will affect our sustainment needs.Our responsibilities have not changed,but the pathway we're on is posing growing risk.
For his part,General Alexander said we need cyber legislation.We can both protect civil liberties and privacy and protect our nation in cyber space.Cyber effects are growing.There have been over 140 attacks on Wall Street in the past six months.There was a destructive attack on Saudi Aramco last summer.
We are ahead of developing the teams that we need,our cyber cadre.It is an offensive team DOD would use to defend the nation if attacked in cyber space.We face two issues:1.Command and Control-how will the joint cyber centers work with Cyber Command;2.situational awareness-an attack on Wall Street will be seen by the private sector first.We have to see it in real time,building the operational picture we would share with the Combatant Commands,the FBI and others.This is a new area for many of our folks.
From my perspective,no one actor is to blame for our current lack of preparedness.The US government has made significant strides in the cyber realm.
On nuclear Command and Control,General Kehler added we are very concerned with a cyber-related attack on Command and Control and our nuclear weapons themselves.I am confident today that the Command and Control system and nuclear platforms themselves do not have such a vulnerability.We have looked at that.We need to do better at exercising and detecting such threats.We have a way to go there until we can put an exclamation mark at the end of the sentence.
I'm confident in the deployed weapons and the stockpile.Every year,I and my predecessors have been responsible for assessing the stockpile.
With regard to our ballistic missile defense,I am satisfied that our 30 interceptors can defend against a limited North Korean attack on the West Coast.We are not in an optimal position against Iran.I am cautiously confident we can defend the East Coast from an Iranian attack.It doesn't provide a complete defence against Iran.It would depend on the azimuth of the Iranian missile.
An additional interceptor site is being considered for East Coast defence.
When does the DOD step in to defend the nation from cyber attack,General Alexander asked.The distributed denial of service attacks on Wall Street are best addressed by the Internet service providers,or ISPs.What we're seeing with the banks today I am concerned we're going to see grow throughout the year.
