Our new pace of play rules show the game is trying to be responsive to what we're hearing from our fans,said Commissioner of Baseball Rob Manfred to reporters at his spring training news conference.I certainly want to stop the trend of increasing length of the game.I'm hoping to have game lengths that begin with a two,rather than a three.Among the new rules are:
1.The manager should request replays from the dugout,either verbally or by hand signal,and within 20-30 seconds after the umpire's call.
2.The batter must keep his feet in the batter's box at all times-no more wandering around between pitches.
3.Play will resume promptly after TV commercial breaks.
I have said repeatedly that pace of play is going to be an ongoing evolution.Youth will continue to be a focus of ours going forward.We need to make sure that all kinds of kids are engaging in the game at an early age.Youth participation is the single biggest determinant of the avidity of a fan.We see the issues of attracting a younger audience and the pace of the game as being interrelated.You have to enhance the fan experience with technology,because tech is what holds their attention most completely.
As to Alex Rodriguez returning to the New York Yankees after his suspension for using performance enhancing drugs,I am anxious to see the focus be on how he performs on the field.We've had enough focus on Alex Rodriguez's activities off the field.
We're really nowhere with our preferences and priorities about the lack of offense issue,becuase we aren't sure we have a problem yet.
We did not have a single serious collision at home plate instance all of last season,and from my point of view,that's a success.
What I believe about the Oakland Athletics is that the A's need a new stadium.I don't believe the stadium they're playing in,Oakland Coliseum,is of major league quality.I have not had talks with the A's-including the Fisher family-indicating that I would like to see that happen as quickly as possible.*
Alex Rodriguez reported to spring training early.I made a mistake,A-Rod told reporters at the Yankees training camp.I served a big penalty personally and professionally.I feel good.Right now I'm just focusing on making this team.What it reminds me of is,when I was 18 years-old trying to make Lou Pinella's team.

Microsoft's Troubled Road
The declining PC business matters,according to Dan Niles,co-Chief Investment Officer at asset manager AlphaOne Capital Partners.Enterprise is still tied to the PC business.Microsoft missed estimates in all five revenue segments.The problem is,you're gonna have more tablets sold than PCs in Q4.
Microsoft is a great cash flow business.It's a software company,but it's on the wrong side of the market.It has a good quarter mixed in here and there.Until they figure out how to have a strong smart phone and tablet,they're on the wrong side of a business transition.
Google is in a good spot with Android.Eventually,this mobile transition will run its course.For Microsoft,you need stabilisation in the PC market.In 2-3 years from now,you might reconsider the stock.
Mr.Niles,Senior Portfolio Manager of the AlphaOne Satori Fund,has a negative position in both Microsoft and Google.
Microsoft is currently undergoing a restructuring,in an attempt to better navigate the shifting business landscape.

Asia This Day:Asian Earnings Vaguely Disappoint
More than half of Asian firms have reported disappointing Q2 earnings so far.Of the companies in the MSCI Asia-Pacific index,54% disappointed,as compared with 50% in Q1.Nonetheless,Asian shares rose decisively in early Monday trading,cheered by an uptick in US hiring and hopeful sounds from Greece.
In the Chinese technology sector,Alicia Yap of Barclays said Baidu is definitely a buy because of its market dominance.She also likes NetEase,Inc.Tencent's margins are of concern to her.In general,large customers are being cautious with their pocketbooks.
At the London Olympics Sunday,China still led the medals count,with 61 total and 30 gold;the US stayed second with 60 total and 28 gold;Great Britain ranked third with 37 total and 16 gold;Russia held fourth with 37 total and 4 gold;and Japan came in fifth at 27 total and 2 gold.Jamaica's Usain Bolt retained his 100 meter sprint title;Sanya Richards-Ross became the second US woman in history to take the gold in the 400 meter race.
Romanian gymnast Sandra Izbasa secured the gold in the women's vault final with a steady showing,upsetting media favorite McKayla Maroney of Team USA,who was awarded silver when she landed on her backside.Maria Paseka won the bronze medal.

Oppenheimer's Market Outlook
We weren't surprised by the poor jobs number,says Brian Belski,chief investment strategist at Oppenheimer&Co.At Oppenheimer,we have the advantage of investing in actual companies and access to their CEOs.We believe that too many investors are hanging on to the belief that Q2 earnings are gonna save the market.
I don't think the problem is priced in.Given the budget and election concerns,we believe the highs of the year may have already been reached.We still like industrials and tech.We think dividend growth is very important,the U.S.-based large cap names as investors move out of bonds.

Intel and SanDisk Prospects
Intel is raising its dividend 15% to 0.18 a share.The semiconductor titan says it is on track for its best year ever,with strong cash flow.
Kim Caughey Forrest,an analyst at Fort Pitt Capital Group,notes that companies hate to cut their dividends.Intel knows they can sustain this,so the increase is a good bullish signal for this stock.
They also really like SanDisk.SanDisk has a big footprint in the tablet arena.
Both companies are where the consumer is:at the laptop or the mobile end.
SanDisk is the leading manufacturer of flash memory cards for imaging,computing,mobile and gaming devices.Intel has also been expanding into the cyber security and mobile realms recently.

How Tech Will Fare
Tech analyst Dan Niles of Neuberger Berman notes that the September-October sell-off caused some tech issues.There will be a lot of cutbacks.Numbers will have to be cut lower for 2009.A president can only do so much.We're in a down business cycle.You can't go out and buy every house on the market,Dan Niles remarked.
